Committee members deliberated on the Bill on amendments to Clause 4 of the Law of Ukraine 'On the Living Wage' ( appertaining to adoption of the Living Wage) (Reg.No.1034), introduced by The People's Deputies, V.Khara, O.Stoyan, and Ya. Sukhyi, and on amendments to several Legislative Acts of Ukraine (appertaining to determination of Living Wage adjustment parameters) (Reg. No.1034-1), whose Sponsors are The People's Deputies, L. Denisova, A. Senchenko, V. Yavorivsky, and V. Derevliany.

 

The Bill (Reg. No. 1034) proposes, through a separate Law, to bring back the legislative provision requiring the adoption of the Living Wage, which was in force until 2005.

 

These amendments, the Sponsors believe, will allow a tighter control, on the part of The Verkhovna Rada of Ukraine, over the determination of the value of the Living Wage (Basic State Social Standard) value. State Social Guarantees and Standards, in such areas as Incomes of the public, Housing and Utilities, Consumer Services, Public Health, and Education, are dependent on the objectivity of this value.

 

The Bill (Reg. No.1034-1) proposes additions to Clause 5 of the Law of Ukraine 'On the Living Wage' appertaining to obligatory adjustments of the Living Wage.

 

The Sponsors suggest to make it incumbent on The Cabinet of Ministers to introduce to The Verkhovna Rada of Ukraine its proposals on the revision of the adopted Living Wage for a relevant period, if it should rise above 5%.

 

Furthermore, corresponding additions to Clause 52 of the Budget Code are envisaged, as regards the procedure of making amendments to the Law of Ukraine on The State Budget of Ukraine, to include the said adjustments.

 

Committee members upheld this Bill which aimed at improving the social stance of the most sensitive strata of the population, especially during periods of unexpected inflation and increased prices/tariffs.

 

At the same time, the Committee agreed with the remark from The Central Scientific Experts Office, to the effect that the Bill should specify how many months after the publication of the actual Living Wage level, the said adjustment should take effect.

 

Since theses Bills appertain to different legal provisions of the Law of Ukraine 'On the Living Wage' and deserve approval, the Committee suggests that they are adopted as a basis for further discussions.
